Another package of excellent journalism that did exactly what it intended: informed the readers about the state's use and possible misuse of reserve funds. Investigative work uncovered that some funds weren't spent on the purposes for which they was created. Complicated story written so readers could understand.

This series is a prime example of a newspaper's role as watchdog and holding boards accountable. Writer dove into a nonprofit's lack of transparency with use of millions of tax dollars it was given by the state. It was interesting to read that an audit showed what the paper uncovered, that the board overseeing the funds lacked transparency and communication. Well done.
